In another bowl, whisk together flour, baking soda, baking powder, salt, and cinnamon. Gradually add to the butter mixture.
Stir in oats and raisins.
Drop rounded tablespoons of dough onto prepared baking sheet. Bake for 12-15 minutes, until edges are golden brown.
Cool on the baking sheet for a few minutes before transferring to a wire rack to cool completely.
