Ropa Vieja is a Cuban dish of shredded beef cooked with tomatoes, bell peppers, and spices, served over rice.
In a large pot, heat olive oil and brown the flank steak on all sides. Remove and set aside.
In the same pot, sauté onions, bell peppers, and garlic until soft.
Return beef to the pot and add tomatoes, tomato sauce, cumin, oregano, bay leaf, salt, and pepper.
Simmer for 2-3 hours until beef is tender and shreds easily.
Shred beef and return to the pot. Serve over rice.
