West Park Village's pub, planted in the middle of Westchase, with a patio that welcomes dogs and a bar that welcomes everyone else. Irish 31 calls itself the People's Pub and runs it that way: sport on the screens, live music at night, a daily happy hour and a kitchen with more ambition than the format demands. The boxty is the signature, a potato pancake wrapped around shepherd's pie or corned beef and cabbage, and there are fish and chips, shepherd's pie proper and a Classic Reuben with emerald isle dressing on rye. Neighborhood-loud, in the best way.
